Yes, they can. The VET Quality Framework or the Standards for Registered Training Organisations (SRTO) 2015 do not prevent RTOs from providing and granting RPL. Also, they do not avoid issuing AQF qualifications or statements of attainment to their trainers and assessors. But yes, RTOs must be able to provide evidence that demonstrates how competence was determined before issuing AQF qualification or statement of attainment.

While this does not mean the superseded non-equivalent unit is not valid, there must be sufficient evidence of the person’s competence during the assessment decision.
